House Mouse or Norway Rat β Telling Them Apart in the City
New York has two rodents that matter, and confusing them wastes weeks because the control strategies are opposites.
House mouse (Mus musculus). Droppings 3 to 6mm, dark, pointed at both ends. Passes a 6mm gap. Ranges only a few metres from the nest, which is why mouse activity in an apartment means a nest inside the building rather than an animal visiting from outside.
Norway rat (Rattus norvegicus). Droppings 18 to 20mm with blunt ends. Passes a 13mm gap. Burrows, swims, travels sewer mains, ranges 30 to 50 metres or more.
Roof rats are effectively absent from New York City. The city's rat is the Norway rat, a burrowing ground-dweller, and that single fact is why rat control here is about burrows, sewers and refuse rather than rooflines.
Grease trails β dark smears along skirting, pipe runs and joists β are the most useful evidence in a building, because they show where the animals actually travel and therefore where traps belong. Gnaw marks run about 2mm for mice, 4mm for rats.
How They Get In and Why the Block Matters More Than the Building
6mm for a mouse, 13mm for a rat. In New York buildings the entry points are mostly internal and vertical.
- Riser and utility penetrations. The single most important item in the city. Risers run cellar to roof in common chases and the escutcheon plates at each floor are usually missing, leaving an open gap at every level. That is how a fifth-floor apartment gets mice with no exterior entry near it.
- The sewer lateral and floor drains, where rats surface through broken laterals and dried traps. A camera inspection settles it.
- Compactor chutes and trash rooms, which combine food, warmth and a vertical shaft.
- Cellar entries, areaways, sidewalk hatches, loading docks and, in attached row buildings, party walls and connected cellars that let animals travel a block without surfacing.
Exterior rat pressure is set at block scale because Norway rats forage well beyond the burrow. Harborage in a tree pit, vacant lot or park edge, plus food from kerbside refuse anywhere on the block, produces pressure no single building can treat its way out of.

Trapping, Exclusion and the Refuse Question
Exclusion is the only permanent step, and in New York the second permanent step is refuse.
Interior: trapping, never bait. Rodenticide in an occupied building means animals dying inside wall voids and riser chases, smelling for weeks in units that had no problem at all. Interior work is snap and multi-catch traps on grease trails β placed on the affected line and in the cellar and compactor room, not just the apartment that complained.
Exterior: burrow treatment in tamper-resistant stations on active burrows and runs, with burrows collapsed afterwards so reopening is visible evidence. Removing harborage does more than any product.
What is in the bait. Second-generation anticoagulants β brodifacoum, bromadiolone, difethialone, difenacoum β were removed from general consumer sale by the EPA's rodenticide risk mitigation decision and restricted to professional use in tamper-resistant stations. That is why the products left on the hardware shop shelf are the weak ones, and much of why do-it-yourself rat control fails. It also matters for secondary poisoning: a rodent carrying these stays toxic to whatever eats it β hawks, owls, cats, dogs. Bromethalin is a neurotoxin rather than an anticoagulant, acts faster and has no antidote. Ask which class is being used and where it is going.
Sealing materials. Copper mesh, hardware cloth and mortar work. Steel wool rusts out within a season, and expanding foam alone gets chewed straight through β it only works over a metal backing.
The refuse lever. The city's shift from kerbside bags to lidded containers is the largest change to rat food supply in decades, because it removes the food and food is what sets population size. A building still putting loose bags out overnight is feeding the entire block regardless of what it spends on treatment.
The Rules β and How to Use Them
Rodents in a New York City multiple dwelling are the owner's responsibility, and the framework here is stronger than anywhere in the region.
Report to the owner in writing and keep the copy. If it is not corrected, file a 311 complaint. HPD inspects and issues a violation with a defined correction window.
The provision worth citing by name is the indoor allergen hazard law. Owners of multiple dwellings must inspect for indoor allergen hazards β expressly including mice and rats β annually and at every unit turnover, remediate using integrated pest management, and correct the underlying conditions rather than simply applying product. In practice that means sealing riser penetrations, fixing leaks and correcting refuse handling. A managing agent running a monthly corridor spray is not meeting that standard, and corridor spraying does nothing for rodents anyway.
In a designated Rat Mitigation Zone, the city runs coordinated inspection and abatement across the neighbourhood rather than address by address, so reporting genuinely feeds into a larger programme.
If you sit on a co-op or condo board, risers, chases, chutes, cellars and corridors are common elements and therefore the corporation's responsibility. A written building-wide inspection report is what turns individual complaints into a maintenance decision with a budget line.
Mouse urinary protein is a recognised indoor allergen and a documented asthma trigger, which is precisely why the city regulates pests in housing this way. If you have a child with asthma and a persistent mouse problem, that belongs in your written complaint.

We are on the sixth floor. How are mice getting up here?
Through the building, not from outside. The risers run in a common chase from cellar to roof, and where the escutcheon plates are missing there is an open gap at every floor. Mice travel that vertically and often nest on the top floor because it is warmest and least disturbed. Sealing your own penetrations helps; sealing the chase throughout the building is what resolves it.
Should the building be putting bait in my apartment?
No. Interior work in an occupied building should be trapping. Bait produces rodents dying inside wall voids and riser chases where nobody can reach them, and the smell then affects apartments that had no problem at all. If a contractor is placing bait inside occupied units, that is a reason to question their approach.
The rats are clearly coming from elsewhere on the block. Is treating our building pointless?
Not pointless, but change what you are paying for. Where harborage and food are at block scale you will not eliminate the population from one address. The return comes from exclusion β sealing so what is outside stays outside β plus refuse containerisation, plus 311 reporting so neighbourhood-scale abatement can work the sources you cannot reach.
Pest Pressure in Staten Island, NY
Staten Island is the least dense borough by a wide margin and its pest profile has more in common with suburban New Jersey than with the rest of New York City — while the rules that govern it are entirely the city's. That combination is unusual and it shapes everything here.
The Staten Island Greenbelt — roughly 2,800 acres of connected woodland, wetland and park through the centre of the borough — is the dominant natural feature. It supports a substantial deer population, and with it the highest blacklegged tick pressure anywhere in New York City. It also puts raccoons, squirrels, opossums and occasionally bats in regular contact with houses along its edges.
The East Shore — Midland Beach, New Dorp Beach, Oakwood Beach — is low, coastal and was severely damaged by storm surge, and much of it has been rebuilt, raised or bought out. Flooding drives rodents out of burrows and into structures and leaves standing water for weeks. The borough's Bluebelt system of engineered wetlands and stream corridors manages stormwater and is, by design, standing water.
St. George and Stapleton in the north are the densest, most urban parts; Todt Hill, Great Kills and Tottenville are suburban and wooded. Staten Island uses ZIPs 103xx.
What Staten Island Buildings Are Made Of
Staten Island is dominated by detached, semi-attached and townhouse-style single-family housing — a stock that barely exists at this scale elsewhere in the city — alongside older attached and multi-family housing in the northern neighbourhoods.
That means the pest problems here are largely the ones the rest of the city does not have. Attached garages with worn door seals and failed corner gaskets are a reliable autumn mouse route. Crawlspaces with exposed soil hold moisture against the underside of the floor structure year round, which is what subterranean termites and carpenter ants want. Foundation planting installed decades ago now holds water at the siding and buries the strip of foundation where termite mud tubes would be visible.
Houses along the Greenbelt edge have deep eaves, soffit returns and overhanging limbs giving squirrels and raccoons direct roof access, and attic wildlife is a routine call rather than an occasional one.
On the East Shore, a large number of houses have been raised or rebuilt since the storms, so the structure is new but the surrounding ground still floods and the older sewer connections remain.
In St. George and Stapleton the older attached and multi-family stock behaves like the rest of the city: shared party walls, plumbing risers with missing escutcheon plates, and single-unit treatments that do not hold.

Local Rules and Who to Call in Staten Island
Where you live in a multiple dwelling the city rules apply exactly as they do in the other boroughs: pests are the owner's responsibility, report in writing, then 311 and an HPD inspection if it is not corrected, with the indoor allergen hazard law requiring annual inspection, integrated pest management and correction of underlying conditions. That covers most of the northern neighbourhoods.
For the owner-occupied houses that make up most of the borough, the more relevant constraints are different. New York State regulates the handling of nuisance wildlife, and bats cannot be excluded during the summer maternity season because it would seal flightless young inside — a contractor offering that work in July is either unaware of the rules or ignoring them. Deer management on Staten Island is handled at city level and is the single biggest lever on tick numbers, which is why individual property treatment reduces exposure but never eliminates it.

Staten Island — Local Questions
We back onto the Greenbelt and the ticks are constant. What actually reduces them?
Work the transition zone rather than the whole property. A three-foot wood chip or gravel barrier between lawn and woodline, leaf litter cleared at the edge, lawn kept short, and play equipment and seating moved away from the boundary. Treat that edge rather than blanket-spraying the garden. The dangerous stage is the nymph in late spring and early summer — roughly the size of a poppy seed — so daily checks on people and pets matter as much as any treatment, and deer numbers are what ultimately set the population.
Something is living in our attic. Can it be removed straight away?
It depends what it is. Squirrels and raccoons can be trapped and excluded with one-way doors year round, once every entry point is found and closed with hardware cloth or metal rather than foam. Bats cannot be excluded during the summer maternity season — doing so seals flightless young inside, which is both unlawful and creates a considerably worse problem in your ceiling. If it is bats, the exclusion is scheduled for the permitted window and everything except the exit points is sealed in the meantime.
