The Pests That Define New York City Buildings

Three things shape the city's pest list: extreme building density, a sewer and steam infrastructure over a century old in places, and a waste stream that until recently sat on the kerb in bags overnight.

German cockroach (Blattella germanica) is the signature pest of multiple dwellings. It never leaves the building and moves between apartments through plumbing chases, conduit and riser penetrations, which is why unit-by-unit treatment fails so reliably β€” a treated apartment between two untreated ones is reseeded within weeks. It is also a documented asthma trigger, which is precisely why the city regulates it the way it does.

American cockroach (Periplaneta americana) breeds in sewers, steam tunnels and boiler rooms and comes up through floor drains and dried traps. Finding one on a fifth floor usually points at the building's drain system, not the apartment.

Norway rat (Rattus norvegicus) is the defining outdoor pest; roof rats are essentially absent. Norway rats burrow in tree pits, vacant lots and park edges, travel sewer lines, and follow food waste β€” so pressure tracks construction, sewer work and refuse handling far more than any building's cleanliness.

House mouse (Mus musculus) moves vertically through wall voids and compactor chutes. Bed bugs (Cimex lectularius) spread between adjoining units through the same voids and outlet boxes. Also here: pharaoh ants, which bud aggressively and are made far worse by spraying; drain and phorid flies breeding in the biofilm inside floor drains; and pigeons, whose nesting sites bring bird mites into upper floors through air-conditioner sleeves.

What a Treatment Actually Involves in a Multiple Dwelling

The single most important fact about pest control in a New York apartment building is that the building, not the apartment, is the treatment unit.

The inspection covers the line. The affected apartments vertically, the units either side horizontally, plus the compactor room, chute, boiler room and basement.

Integrated pest management is also the legal standard here. That means finding and fixing conditions before reaching for a product: sealing wall and floor penetrations around risers and radiator pipes, replacing the escutcheon plates missing on almost every older riser, fixing leaks, installing door sweeps, correcting compactor room sanitation and repairing dried or broken floor drain traps.

German roach work runs on gel bait β€” fipronil, indoxacarb, abamectin, dinotefuran β€” placed in cracks, hinges, motor housings and voids. Bait works by horizontal transfer. Broadcast spraying destroys this: repellent residue keeps roaches away from bait, scatters the population deeper into shared voids and, in a multiple dwelling, pushes them straight into the neighbouring apartment. If a technician starts on the baseboards with a compressed-air sprayer, the treatment is already wrong.

Insect growth regulators β€” hydroprene, pyriproxyfen, noviflumuron β€” stop nymphs reaching breeding age. Dusts of amorphous silica and boric acid go into wall voids and switch plates as a light film and stay effective for years if dry.

Rodent work indoors is trapping and exclusion, not bait β€” an animal dying inside a wall void in an occupied building creates a second problem. Because second-generation anticoagulants were restricted out of consumer sale by the EPA's rodenticide risk mitigation decision, the products left over the counter are the weak ones, which is much of why do-it-yourself rat control fails.

The Rules That Actually Govern This β€” and How to Use Them

New York regulates pests in housing more heavily than anywhere in the region, and tenants and boards who know the framework get better outcomes.

Applicator licensing. Certification is by the NYSDEC, category 7A for general structural and rodent work. Inside the five boroughs, Local Law 37 of 2005 further restricts which pesticides may be used on city-owned property and in city-contracted work.

The Housing Maintenance Code. Pests in a multiple dwelling are a maintenance violation, not a tenant inconvenience. Report the condition to the owner; if it is not addressed, file with 311. HPD inspects and issues a violation classified by severity, with a defined correction window.

Local Law 55 of 2018, the indoor allergen hazard law, is the provision most people have never heard of and the strongest one. Owners of multiple dwellings must inspect for indoor allergen hazards β€” expressly including cockroaches, mice and rats β€” annually and at every unit turnover, remediate using integrated pest management, and fix the underlying conditions rather than simply spraying. If you have a recurring roach or mouse problem, this is the law to cite.

Bed bug disclosure. Owners must give tenants an annual bed bug infestation history for the building and file it with the city. Ask for it before you sign.

Refuse containerization. The move from kerbside bags to lidded containers is the single largest change to rat food supply in decades. A building still putting loose bags out overnight is feeding the block.

Ask for: the applicator's certification number, the business registration, and a written inspection report. In a co-op or condo, get that report to the board in writing β€” it is what moves building-wide work from a conversation to an agenda item.

What Pest Control Costs in New York City

City pricing runs above the rest of the metro, mainly because access, building coordination and after-hours scheduling take time.

  • One-time apartment treatment: $200 to $400. Monthly or quarterly maintenance: $60 to $120 per visit.
  • German cockroach clean-out: $350 to $900 per unit, genuinely multi-visit. Treating a vertical stack together costs less per unit and is the only version that reliably holds.
  • Building-wide contract for a small multiple dwelling: commonly $250 to $700 a month depending on unit count and basement scope.
  • Rodent work: $250 to $600 interior trapping; exterior burrow programmes $150 to $400 a month; exclusion separate at $400 to $2,500-plus.
  • Bed bugs: $400 to $900 per room conventional; $1,500 to $3,500 whole-unit heat, which costs more here because equipment comes up in a lift.
  • Restaurant and food service: $150 to $500 a month, usually with overnight service.

In a multiple dwelling, generally no. Pests are a maintenance condition the owner must correct, and the indoor allergen hazard law requires owners to inspect for and remediate cockroach and rodent infestations using integrated pest management. Report it in writing, keep the copy, and if it is not addressed file a 311 complaint so an inspection is on the record.

Why do the roaches keep coming back after treatment?

Almost always because a neighbouring apartment, or the line above or below, is untreated and reseeding yours through shared wall voids and riser penetrations. Building-wide or at least line-wide treatment is the only version that holds; single-unit treatment in a building with real pressure is money spent on a delay.

Is treatment safe around children and pets?

Targeted work uses small quantities placed where nobody contacts them β€” bait in a hinge or motor housing, dust inside a wall void. That is far safer than the broadcast spraying it replaced, which matters especially in apartments with children, since cockroach allergen is itself a documented asthma trigger. Tell the technician about fish tanks in advance.

I am on a co-op or condo board. Where do we start?

Staten Island is the least dense borough by a wide margin and its pest profile has more in common with suburban New Jersey than with the rest of New York City — while the rules that govern it are entirely the city's. That combination is unusual and it shapes everything here.

The Staten Island Greenbelt — roughly 2,800 acres of connected woodland, wetland and park through the centre of the borough — is the dominant natural feature. It supports a substantial deer population, and with it the highest blacklegged tick pressure anywhere in New York City. It also puts raccoons, squirrels, opossums and occasionally bats in regular contact with houses along its edges.

The East ShoreMidland Beach, New Dorp Beach, Oakwood Beach — is low, coastal and was severely damaged by storm surge, and much of it has been rebuilt, raised or bought out. Flooding drives rodents out of burrows and into structures and leaves standing water for weeks. The borough's Bluebelt system of engineered wetlands and stream corridors manages stormwater and is, by design, standing water.

What Staten Island Buildings Are Made Of

Staten Island is dominated by detached, semi-attached and townhouse-style single-family housing — a stock that barely exists at this scale elsewhere in the city — alongside older attached and multi-family housing in the northern neighbourhoods.

That means the pest problems here are largely the ones the rest of the city does not have. Attached garages with worn door seals and failed corner gaskets are a reliable autumn mouse route. Crawlspaces with exposed soil hold moisture against the underside of the floor structure year round, which is what subterranean termites and carpenter ants want. Foundation planting installed decades ago now holds water at the siding and buries the strip of foundation where termite mud tubes would be visible.

Houses along the Greenbelt edge have deep eaves, soffit returns and overhanging limbs giving squirrels and raccoons direct roof access, and attic wildlife is a routine call rather than an occasional one.

On the East Shore, a large number of houses have been raised or rebuilt since the storms, so the structure is new but the surrounding ground still floods and the older sewer connections remain.

In St. George and Stapleton the older attached and multi-family stock behaves like the rest of the city: shared party walls, plumbing risers with missing escutcheon plates, and single-unit treatments that do not hold.

Local Rules and Who to Call in Staten Island

We back onto the Greenbelt and the ticks are constant. What actually reduces them?

Work the transition zone rather than the whole property. A three-foot wood chip or gravel barrier between lawn and woodline, leaf litter cleared at the edge, lawn kept short, and play equipment and seating moved away from the boundary. Treat that edge rather than blanket-spraying the garden. The dangerous stage is the nymph in late spring and early summer — roughly the size of a poppy seed — so daily checks on people and pets matter as much as any treatment, and deer numbers are what ultimately set the population.

Something is living in our attic. Can it be removed straight away?

It depends what it is. Squirrels and raccoons can be trapped and excluded with one-way doors year round, once every entry point is found and closed with hardware cloth or metal rather than foam. Bats cannot be excluded during the summer maternity season — doing so seals flightless young inside, which is both unlawful and creates a considerably worse problem in your ceiling.
