The Pests We Get Called For Most in the Lower Hudson Valley
This part of New York holds two housing worlds within a few miles of each other β dense pre-war small-city blocks and detached houses on wooded lots β and a company that treats both the same way is guessing on one of them.
German cockroach (Blattella germanica) defines the multi-family stock, moving between apartments through wall voids, plumbing chases and riser penetrations, so in a stacked building it is a building problem and never a unit problem. American cockroach (Periplaneta americana) breeds in sewers and wet basements and comes up through floor drains whose traps have dried out.
Norway rat (Rattus norvegicus) dominates; roof rats are effectively absent. Pressure concentrates along commercial avenues, rail corridors and construction. House mouse (Mus musculus) is the most common indoor complaint, arriving in autumn through attached garages and foundation penetrations.
The wooded side adds what the small cities barely see: Eastern subterranean termite (Reticulitermes flavipes); carpenter ants (Camponotus pennsylvanicus) excavating wood a leak has already softened; grey squirrels, raccoons and bats in attics; and blacklegged ticks (Ixodes scapularis) along the boundary between lawn and woodland, moved around by a substantial deer population. This region carries some of the highest tick pressure in the New York metropolitan area, and that is a genuine health matter rather than a nuisance.
What a Treatment Actually Involves
Identification first, and the inspection has to leave the kitchen. Species determines product β the two roaches need opposite strategies because one breeds in your kitchen and the other in the sewer. In detached housing the foundation line, crawlspace, attic, gutters and the grade against the siding are where the answers are.
Exclusion is the part that lasts. Copper mesh and hardware cloth at utility penetrations, mortar at gaps, real door sweeps, escutcheon plates around riser penetrations in multi-family buildings, and mulch and soil pulled back so several inches of foundation stay visible. Steel wool rusts out within a season; expanding foam alone is chewed through and only works over a metal backing.
Gel baits β fipronil, indoxacarb, abamectin, dinotefuran β are the standard for German roach, working by horizontal transfer as a roach feeds, returns to harborage and moves the toxicant through the population. Spraying over bait destroys it, because repellent residue keeps roaches away from the thing meant to kill them.
Perimeter and void work uses non-repellents β fipronil, chlorantraniliprole, thiamethoxam β which insects cannot detect, so they walk through and carry a dose back. Growth regulators (hydroprene, pyriproxyfen, noviflumuron) stop nymphs reaching breeding age, and dusts of amorphous silica and boric acid in wall voids stay effective for years if dry.
Termite work is either a liquid barrier of fipronil or imidacloprid trenched around the foundation, or a bait station system using noviflumuron or hexaflumuron that eliminates the colony over months. Barriers act faster; baits remove the colony rather than just the structure's exposure.

The Rules That Apply Here β and the Ones That Do Not
Almost everything published about pest control in "New York" is actually about New York City, and very little of it applies here.
What does not apply. HPD has no jurisdiction over your building. A 311 complaint is a New York City service. The indoor allergen hazard law, the annual bed bug disclosure requirement and the designated Rat Mitigation Zones are all New York City local laws. If a contractor or a website tells you to file with HPD, they have not understood where you live.
Applicator licensing. Certification is by the NYSDEC, category 7A for general structural and rodent work. The business holds a registration and the individual holds certification β ask for both numbers.
Your actual legal lever is the warranty of habitability, at Real Property Law section 235-b. It is statewide, cannot be waived by a lease, and obliges a landlord to keep the premises fit for human habitation. A persistent infestation is a habitability condition under it, not a tenant expense.
Enforcement runs through your own municipality. Each city, town and village has a building department and code enforcement officer applying the Property Maintenance Code of New York State, which requires structures to be kept free from insect and rodent infestation and makes the owner responsible. That officer, not an agency in another county, is who inspects.
The county health department β Westchester or Rockland β handles public health nuisance complaints, rabies and wildlife questions, and mosquito surveillance including treatment of standing water on public land at no charge.
Ask for three things before anyone treats: the applicator's NYSDEC certification number, the business registration, and a written inspection report naming species and locations.
What Pest Control Costs, and the Seasonal Pattern
- One-time interior and exterior treatment: $200 to $400. Quarterly plan: $120 to $200 per visit, or $450 to $800 a year.
- German cockroach clean-out: $350 to $850, genuinely multi-visit. In a multi-family building, treating a vertical line together is the only version that holds.
- Rodent work: $250 to $550 trapping and monitoring; exclusion separate at $400 to $2,500-plus.
- Termite liquid barrier: $1,200 to $3,500; bait systems $1,500 to $3,000 plus $300 to $500 a year monitoring.
- Wildlife removal: $350 to $900 for squirrels; bat work costs more and is season-constrained.
- Seasonal tick or mosquito service: $90 to $170 per treatment across six to eight treatments. Tick work is worth more here than in most of the metro.
- Bed bugs: $400 to $850 per room chemical; $1,300 to $3,200 whole-unit heat.
March to May: termite swarms peak in April on warm afternoons after rain β winged swarmers indoors warrant a same-week inspection. June to August: tick activity is at its most dangerous because the nymphs are out and a nymph is the size of a poppy seed; mosquitoes track standing water seven to ten days after rain. September to November: the busiest stretch, as mice move indoors when overnight lows drop through the 50s and 40s. December to February: indoor rodent pressure peaks and it is the best window for exclusion work.

My landlord says pests are my problem. Are they?
Generally not. The warranty of habitability at Real Property Law 235-b is statewide, cannot be waived by a lease, and obliges a landlord to keep the premises fit to live in. Report it in writing and keep the copy. If it is not corrected, the route is your municipality's building department and code enforcement officer, who enforces the Property Maintenance Code of New York State. It is not HPD and it is not 311 β those are New York City services with no jurisdiction here.
How seriously should I take ticks here?
Seriously. This region carries some of the highest blacklegged tick pressure in the New York metropolitan area. The measures that work concentrate on the transition zone: a three-foot wood chip or gravel barrier between lawn and woodline, leaf litter cleared at the edge, lawn kept short, seating and play equipment moved off the boundary. Nymphs in late spring and early summer are the dangerous stage and are close to invisible, so daily checks matter as much as treatment.
Will one treatment be enough?
For a seasonal ant trail, often. For carpenter ants, an established rodent population, German cockroach or bed bugs, no. Insect eggs survive most treatments, so the follow-up timed to hatch is what breaks the cycle rather than pausing it.
How do I tell a good company from a bad one?
The local tell first: if a company tells you to call 311 or file with HPD about a building in Westchester or Rockland, they do not know which jurisdiction they are working in. Beyond that β an inspection that never went outside, no written report naming species and locations, refusal to name products used, "we'll spray the whole place" for German roach, a carpenter ant quote that never mentions moisture, and bat exclusion offered in mid-summer when it is not permitted.
Pest Pressure in Spring Valley, NY
Spring Valley is a village of about a third of a square mile packed with more than thirty thousand people, which makes it by far the densest place in Rockland County and an outlier in a county that is otherwise suburban and wooded. That density is the single most important thing about pest work here.
Buildings sit close together, a great deal of the housing is multi-family, and a significant share of the stock is old. Continuous party walls, shared cellars and plumbing risers running from cellar to roof mean a German cockroach or bed bug population is effectively occupying one structure with many addresses, and treating a single apartment while the neighbours go untreated does not hold.

The village drains to the Mahwah and Saddle River headwaters, and older sections carry ageing sewer infrastructure that surcharges in heavy rain, pushing American cockroaches up through cellar floor drains.

What Spring Valley Buildings Are Made Of
Dense multi-family predominates β older frame and masonry buildings, converted houses and apartment blocks built close together on small lots. Several features follow from that, and they decide the work.
Stacked kitchens and bathrooms share plumbing risers running cellar to roof, and the escutcheon plates around those penetrations are missing in most of this stock, leaving an open annular gap at every floor. That gap is the vertical route for German cockroach, mice and bed bugs, and sealing it is routinely the highest-value hour of work in a building.
Party walls run continuously and cellars often adjoin, so populations move between addresses without surfacing. Cellars are unfinished with floor drains tied into old laterals β the American cockroach route whenever the sewer surcharges.
Where units are occupied at high density, food availability and harborage both increase, which makes follow-up visits matter more than usual: a single treatment on a heavily occupied building will knock a population down without eliminating it.
Around the village edges the housing opens into more conventional detached single-family on larger lots, with the suburban entry points β attached garages, foundation penetrations, crawlspace vents.

Our apartment gets treated and the roaches are back within weeks. What is going wrong?
Almost certainly that the neighbouring units are not being treated at the same time. In this housing stock the apartments share plumbing risers and continuous wall voids, so the population lives in the chase between units rather than in any one kitchen, and whichever unit is left untreated acts as a reservoir. What holds is treating the whole line or building on the same day with gel bait and a growth regulator, and sealing the riser penetrations. Ask for that in writing so it is on the record.
Is there anything I can do myself that actually helps?
Two things, and they are worth doing even while you push the landlord. Seal the annular gap around the pipes under your sink and behind the bathroom fixtures with a proper escutcheon plate or sealant β that is the main vertical route into your unit and closing it makes yours the harder apartment to reach. And keep the floor drain trap primed with water if you have one, because a dried trap is an open pipe to the sewer. Do not buy over-the-counter roach sprays: they are repellent, they scatter the population deeper into the shared voids, and they ruin any bait that gets used later.
