Exclusion, Not Just Trapping

Trapping removes what is there. Sealing at 6mm decides whether more arrive. Every New City job includes the entry points.

Garages, Risers and Sill Plates

Where the gap is depends on your building β€” the attached garage in detached housing, the riser chase in a multi-family. We inspect for both.

The Right Agency, First Time

Code enforcement under the NY State Property Maintenance Code, not a New York City agency that cannot act on your building.

Local Rodent Control for New City Property Owners

We are a pest control company working across Rockland County, and New City is one of the places we are called to most often. What follows is what we actually know about rodent control here — the building types, the conditions that drive it, and the local rules — rather than a page of stock copy with a place name dropped into it.

If something is turning up in your New City home or business, call (862) 256-6829 for an inspection. You will get an honest read on what is there and a written estimate before anything is scheduled.

New City, NY at a Glance

New City sits in Rockland County at roughly 157 feet above sea level and is home to about 34,135 people. Those numbers matter more than they look: density, elevation and age of the housing stock are the three things that decide which pests a place actually gets.

House Mouse, Norway Rat or Something Else

House mouse (Mus musculus). Droppings 3 to 6mm, dark, pointed at both ends. Passes a 6mm gap. Ranges only a few metres from the nest, so mice in an apartment mean a nest inside the building rather than a visitor.

Norway rat (Rattus norvegicus). Droppings 18 to 20mm, blunt ends. Passes a 13mm gap. Burrows, swims, travels sewer lines, ranges 30 to 50 metres or more. Roof rats are effectively absent from this region, so rat control here is a below-ground job.

Deer mouse and white-footed mouse appear on properties backing onto woodland β€” bicoloured, white underneath, larger eyes and ears β€” and are seasonal intruders rather than residents.

What is often not a rodent at all: noise in the attic at dawn and dusk is usually grey squirrel, because mice are nocturnal and squirrels keep daylight hours. Heavy slow movement overhead at night is more likely raccoon. Getting this wrong costs weeks.

Grease trails β€” dark smears where fur oils rub off on a repeatedly used route β€” show where the animals actually travel, which is where traps belong. Gnaw marks run about 2mm for mice, 4mm for rats.

How They Get In β€” Two Different Buildings, Two Different Answers

6mm for a mouse, 13mm for a rat. Where those gaps are depends entirely on which kind of building you are in.

In the multi-family stock the routes are internal and vertical. Plumbing and heating risers run cellar to roof in common chases, and in most older buildings the escutcheon plates at each floor are missing, leaving an open gap at every level. Mice travel that and often nest on the top floor where it is warmest. Add connected cellars, party walls, and floor drains whose traps have dried out and opened a path from the sewer.

In detached housing the routes are external and mostly at ground level. The attached garage is the most reliable autumn entry there is β€” a worn bottom seal, failed corner gaskets, then straight up the common wall. Then utility penetrations at the foundation and rim joist, the sill plate on older houses, crawlspace vents with damaged screening, and roofline gaps a squirrel has usually opened first.

In pre-war frame houses of either kind, balloon-framed walls run uninterrupted from sill plate to attic, so a mouse entering at grade is heard on the top floor and treating where the noise is accomplishes nothing.

Trapping, Exclusion and What Actually Ends It

Exclusion is the only permanent step. Trapping removes what is present; sealing decides whether more arrive. A quote with no exclusion in it is a quote for an ongoing service.

Interior: trapping, not bait. Rodenticide inside an occupied building means animals dying in wall voids nobody can reach, and in a multi-family building the smell then affects apartments that had no problem at all. Interior work is snap and multi-catch traps set against walls, on grease trails, at right angles to the run, in real numbers.

Exterior: bait in tamper-resistant stations placed on active burrows and runs, with burrows collapsed afterwards so reopening is visible evidence.

What is in the bait. Second-generation anticoagulants β€” brodifacoum, bromadiolone, difethialone, difenacoum β€” were restricted out of consumer sale by the EPA's rodenticide risk mitigation decision and limited to professional use in tamper-resistant stations, which is why over-the-counter products underperform. Secondary poisoning matters more here than in the city: a rodent carrying those compounds stays toxic to whatever eats it, and this region has hawks, owls, foxes and outdoor cats in numbers. Bromethalin is a neurotoxin, acts faster and has no antidote β€” worth knowing in a household with a dog.

Materials. Copper mesh, hardware cloth and mortar work. Steel wool rusts and fails; expanding foam alone is chewed through and only works over a metal backing. A garage door needs a genuine seal to the slab and intact corner gaskets, not foam tape.

Who Is Responsible β€” the New York Rules That Actually Apply Here

Almost everything published about pest control in "New York" is actually about New York City, and very little of it applies here.

What does not apply. HPD has no jurisdiction over your building. A 311 complaint is a New York City service. The indoor allergen hazard law, the annual bed bug disclosure requirement and the designated Rat Mitigation Zones are all New York City local laws. If a contractor or a website tells you to file with HPD, they have not understood where you live.

Applicator licensing. Certification is by the NYSDEC, category 7A for general structural and rodent work. The business holds a registration and the individual holds certification β€” ask for both numbers.

Your actual legal lever is the warranty of habitability, at Real Property Law section 235-b. It is statewide, cannot be waived by a lease, and obliges a landlord to keep the premises fit for human habitation. A persistent infestation is a habitability condition under it, not a tenant expense.

Enforcement runs through your own municipality. Each city, town and village has a building department and code enforcement officer applying the Property Maintenance Code of New York State, which requires structures to be kept free from insect and rodent infestation and makes the owner responsible. That officer, not an agency in another county, is who inspects.

The county health department β€” Westchester or Rockland β€” handles public health nuisance complaints, rabies and wildlife questions, and mosquito surveillance including treatment of standing water on public land at no charge.

In a multi-family building, report in writing to the owner and keep the copy, then escalate to code enforcement. Practically, the building has to be treated as the unit: the population lives in the riser chase and the cellar, so treating one apartment while the neighbours go untreated is money spent on a delay.

Why it matters beyond the nuisance: mouse urinary protein is a recognised indoor allergen and a documented asthma trigger, and in an older building that exposure is continuous. Chewed wiring inside a wall or attic is a real fire risk, and fouled insulation has to be replaced rather than cleaned.

Rodent Control β€” Common Questions

My landlord will not deal with it. Who do I call?

Your municipality's building department and code enforcement officer, who enforces the Property Maintenance Code of New York State and can issue a notice of violation. Not HPD and not 311 β€” those are New York City services with no jurisdiction here. Behind that sits the warranty of habitability at Real Property Law 235-b. Report to the landlord in writing first and keep the copy.

We hear it in the attic but we sealed the attic. Why is it still there?

Because the entry is probably at ground level. In balloon-framed houses the wall cavity runs uninterrupted from the sill plate to the attic, so an animal entering near grade arrives upstairs without crossing a room. The work belongs at the sill and rim joist. If the noise is at dawn and dusk rather than after dark, it is more likely squirrels.

We have a dog. What should we know?

Tell us in advance. Interior work should be trapping rather than bait so there is nothing toxic within reach, and exterior bait goes in tamper-resistant stations secured to the ground. Be aware of secondary poisoning too β€” a dog that finds and eats a poisoned rodent is exposed to the rodenticide.

Will one visit fix it?

No. Inspection, then trapping and exclusion, then a follow-up confirming the catch count reached zero and stayed there. The follow-up is the visit that tells you whether it worked.

Pest Pressure in New City, NY

New City is the county seat area of Rockland and is almost entirely suburban and wooded β€” a very different environment from the dense Westchester cities across the Hudson. Large lots, mature tree cover, and the Hackensack River headwaters and Lake DeForest reservoir sitting through and beside it.

That woodland is the defining feature. Rockland County carries a substantial deer population and correspondingly heavy blacklegged tick pressure, and on properties backing onto the reservoir land, High Tor, Hook Mountain or any of the county park and preserve edges it is the single most relevant pest issue there is. The same woodland brings steady pressure from squirrels, raccoons and bats looking for structures to den in.

The reservoir, the river headwaters and the wet hollows through the wooded lots hold water and produce the local mosquito pressure β€” and much of that breeding happens off private property, in places no yard treatment reaches.

The Route 45 and New Hempstead Road corridors carry the commercial density. New City uses ZIP 10956.

What New City Buildings Are Made Of

Almost entirely detached single-family, most of it built from the 1950s through the 1980s on half-acre and larger wooded lots, with full basements or crawlspaces and attached garages.

The attached garage is the most reliable autumn mouse entry in this housing. A worn bottom seal, failed corner gaskets where the door meets the jamb, then straight up the common wall into the living space β€” and people generally see the mouse in the kitchen weeks after it actually got in.

Crawlspaces with exposed soil hold humidity against the underside of the floor structure year round, which is exactly what subterranean termites and carpenter ants want. Foundation planting installed when these houses were new has had decades to grow up against the siding, holding moisture at the wall and burying the strip of foundation where termite mud tubes would be visible during an inspection.

Deep eaves, soffit returns and overhanging limbs give squirrels and raccoons direct roof access, so attic wildlife is a routine call rather than an occasional one. Attic insulation fouled with urine and droppings has to be removed and replaced; it cannot be cleaned.

Larger modern houses on subdivided wooded lots add complex rooflines with more valleys and flashing detail, and the leak-and-carpenter-ant risk that comes with them.

The Calls We Get Most in New City

Ticks on people, children and dogs. The most relevant pest issue in the area, and a genuine health matter rather than a nuisance.

Attic wildlife. Squirrels and raccoons through soffit returns and roofline gaps; bats in attics and ridge vents, which are protected and season-constrained.

Mice through attached garages each autumn as overnight lows fall through the 50s.

Termites and carpenter ants tracking crawlspace moisture or a long-running roof, gutter or deck-ledger leak.

Mosquitoes near the reservoir, the river headwaters and wet wooded hollows a week to ten days after heavy rain.

Yellowjacket ground nests and wall-void nests along walkways in late summer.

Deer mice and white-footed mice entering from surrounding woodland in autumn.

Local Rules and Who to Call in New City

New City is part of the Town of Clarkstown, so property maintenance and code enforcement run through the Clarkstown building department, applying the Property Maintenance Code of New York State. For rentals, the warranty of habitability at Real Property Law section 235-b is statewide, cannot be waived by a lease, and makes a persistent infestation the owner's responsibility. The Rockland County Department of Health handles public health nuisance complaints, rabies and wildlife questions, and mosquito surveillance including treatment of standing water on public land at no charge.

New York State regulates the handling of nuisance wildlife, and bats cannot be excluded during the summer maternity season because doing so seals flightless young inside β€” a contractor offering that work in July either does not know the rules or is ignoring them.

HPD and 311 are New York City services and have no jurisdiction here.

The New York State Department of Health publishes a public guide to rat control as a community effort, which sets out the same block-level logic described above.

New City — Local Questions

Something is living in our attic. Can it be removed now?

It depends what it is. Squirrels and raccoons can be trapped and excluded with one-way doors year round, once every entry point is found and closed with hardware cloth or metal rather than foam β€” which they simply chew through. Bats cannot be excluded during the summer maternity season, because doing so seals flightless young inside; that is both unlawful and creates a considerably worse problem in your ceiling. If it is bats, the exclusion is scheduled for the permitted window and everything except the exit points is sealed in the meantime.

We back onto the woods and the ticks are relentless. What actually works?

Focus on the transition zone rather than the whole property. A three-foot wood chip or gravel barrier between lawn and woodline, leaf litter cleared at the edge, lawn kept short, and play equipment and seating moved well away from the boundary β€” then treat that edge rather than blanket-spraying the garden. Deer are what move adult ticks around. The dangerous stage is the nymph in late spring and early summer, roughly the size of a poppy seed, so daily checks on people and pets matter as much as any treatment.

How a New City Treatment Actually Runs

Four stages, from the first phone call through the follow-up visit

Nothing is applied before we know what we are treating. The sequence below is what a standard New City job looks like from the property owner's side.

1
First Contact: Tell us what you are seeing, where, and for how long -- that alone narrows the species list considerably
2
On-Site Inspection: We walk the interior, the perimeter, the basement or crawlspace, and the roofline for entry points
3
Identification: Confirming species and population size, because a treatment aimed at the wrong insect wastes the visit
4
Treatment and Exclusion: Application where the pests actually harbor, paired with sealing the routes that let them in

An estimate costs nothing. Neither does asking.

We’ll identify the problem, explain what treatment would involve, and put a number on it — then leave you to decide. Some people call, get a straight answer, and handle it themselves. That is a perfectly good outcome.
