Bed Bug Risk Factors in White Plains
Bed bugs are not weather-driven. What Bed Bugs Are, and What They Are Not
Cimex lectularius is a wingless, blood-feeding insect about 5mm long that lives close to where people sleep, and most of what people believe about it is wrong.
It has nothing to do with cleanliness. Bed bugs infest expensive houses, new apartment buildings and five-star hotels at the same rate as anywhere else. In suburban and small-city neighbourhoods the embarrassment attached to it often delays the call by weeks, and delay is the single biggest cost driver in this work.
They do not transmit disease, and they are patient β feeding every five to ten days and surviving months without a blood meal, so an unused guest room does not clear itself.
Whether it is a building problem depends on your building. In detached housing there are no shared walls, so an infestation stays within the house and elimination is genuinely achievable. In the pre-war multi-family stock of the small cities it behaves exactly as in the city β adults travel through wall voids, riser chases and outlet boxes into the units either side, above and below β and treating one apartment while the neighbours go uninspected is the standard reason it comes back.
How to Confirm You Actually Have Them
Bites are not diagnostic. Roughly a third of people show no visible reaction at all, and plenty of things that are not bed bugs produce similar marks. Treating on the strength of bites alone is how people spend money on the wrong problem.
What actually confirms it: cast skins, the translucent amber shells left by five moults; faecal spotting, dark marks that bleed into fabric like ink on blotting paper because it is digested blood rather than dirt β that bleeding edge is what separates it from a stain; live insects, about 5mm, flat and reddish-brown, along mattress seams, box spring stapling and frame joints; and eggs, about 1mm, pearl-white and cemented in place, which is why vacuuming does not remove them.

Treatment Options, and How to Prepare
Whole-room heat. The room is held at roughly 120 to 135°F until the core of every item reaches lethal temperature; around 118 to 122°F sustained kills all life stages including eggs, which is heat's real advantage. It is only as good as the monitoring β a room averaging 130°F while the wall void behind the bed sits at 105°F has not been treated.
Targeted residual work uses chlorfenapyr (a non-repellent that is metabolically activated, so insects cannot detect it), neonicotinoid and pyrethroid combination products, growth regulators and amorphous silica dust in voids and frame joints, alongside steam and encasement.
Why the supermarket spray failed. Pyrethroid resistance in Cimex lectularius is widespread and well documented, and most consumer sprays are pyrethroids β so the product genuinely does not work on a resistant population. Worse, being repellent it scatters them into wall voids and adjoining rooms.
The follow-up at 10 to 14 days is not optional. Eggs survive some treatments and are cemented where they are hard to reach; the follow-up catches the nymphs as they hatch. Skipping it is the most common reason a treatment appears to work and then fails at week four.
Preparing: launder affected bedding and clothing and run it through a dryer on high heat for 30 minutes β the dryer is the step that kills them, not the wash. Do not bug-bomb, which drives the population deeper into wall voids and into adjoining rooms; do not throw out the mattress, which is expensive, ineffective and seeds the hallway; and do not move to another bedroom or the sofa, because bed bugs orient to where a person sleeps and moving rooms turns one room into two.
Renters, Landlords and the Disclosure Rule That Does Not Apply Here
This is the section most worth reading closely, because the widely known New York bed bug rules are New York City rules.
The annual bed bug disclosure does not apply here. New York City requires building owners to give tenants an annual bed bug infestation history and file it with the city. That is a New York City local law. In Westchester and Rockland there is no equivalent requirement, so a landlord outside the five boroughs is not obliged to hand you a bed bug history and you should not assume the absence of one means anything. If it matters to you, ask directly and in writing before signing, and treat a refusal as information.
What does protect you is the warranty of habitability, at Real Property Law section 235-b β statewide, not waivable by a lease, and it obliges a landlord to keep the premises fit for human habitation. A bed bug infestation is a habitability condition under it, and correcting it is the owner's responsibility.
Enforcement runs through your municipality's building department and code enforcement officer, applying the Property Maintenance Code of New York State. Not HPD, and not 311. Report in writing and keep the copy β a dated report that went unanswered changes the position entirely if it escalates.
For owners of multi-family buildings, the economics favour inspecting and treating adjoining units alongside the reported one. It costs materially less than treating the same building three times over eighteen months.

Can I get the building's bed bug history before I sign a lease?
You can ask, but unlike in New York City nobody here is obliged to give it to you. The annual disclosure and city filing requirement is a New York City local law and does not extend to Westchester or Rockland. Ask in writing anyway β a straightforward answer is reassuring and a reluctant one tells you something.
How they get in, and how do we stop the next one?
They are carried in. Travel is the most common route: unpack in a hard-floored space rather than the bedroom and run everything washable through a hot dryer for 30 minutes. Students returning from university are a significant and unanticipated route here β unload into the garage, not the bedroom. Second-hand and kerbside furniture is the classic introduction. In attached housing, sealing gaps around outlet boxes and pipe penetrations on shared walls genuinely reduces migration.
Only one bedroom is affected. Does the whole house need treating?

Can we stay in the house during treatment?
For a conventional multi-visit protocol, yes β stay out of treated rooms for a few hours until applications dry. For whole-room heat you vacate for the day, and heat-sensitive items must come out first: aerosols, candles and wax, vinyl records, some instruments and electronics, batteries, medications, cosmetics, live plants and pets.
